The goal of THP-NMD is to help participants emancipate successfully by providing a safe environment for youth, while learning skills that can make them self-sufficient.

The California Fostering Connections to Success Act, known as AB12, took effect in 2012 and allows eligible youth to remain in foster care beyond age 18 up to age 21. Now known as Extended Foster Care (EFC), this law and its subsequent legislation provide youth with the time and support needed to gradually become fully independent adults.

As of 2014, Creative Alternatives started the Transitional Housing Placement plus Foster Care Program (THP + FC) for Non-Minor Dependents (NMD). The program utilizes the Remote Site Model and places youth independently in apartment units in Stanislaus and Merced counties.
